To augment the programme management capacity for RCH II / NRHM, State Programme Management Support Unit (SPMSU) and District Programme Management Support Units (DPMSU) have been established to support and strengthen the existing management structures at the state and district levels, especially in high focus states. The SPMSU consists of 4 persons:

All the above positions are staffed by professionals on contract. For 6 EAG states, MoHFW facilitated the recruitment of these staff.
Envisaged roles of SPMSU/DPMSU

Reporting relationships While reporting relationships for SPMSU/ DPMSU would be determined by the respective state departments of health and family welfare, the following arrangements are considered to be optimal especially in the context of preparation and monitoring of state RCH II PIPs:
In the case of EAG states, tailor made recommendations on various institutional issues and a HRD Manual have been provided under separate cover. EAG states should take into account these recommendations. |
